Established in 1997.

In 1997, NCCR was chaired by Datuk Dr M. Jegathesan, the then Deputy Director-General (Research & Technical Support), Ministry of Health Malaysia. From 1998 to 2010, the committee was previously headed by Tan Sri Datuk Dr Hj Mohd Ismail Merican and Dato Dr Hasan bin Abdul Rahman. Tan Sri Dato' Seri Dr Noor Hisham bin Abdullah as Director General of Health since 2013, currently leads NCCR.

In the year 2000, the name "Steering Committee for Clinical Research" was changed to the "National Committee for Clinical Research, Ministry of Health Malaysia".

The secretary for this committee is the Head of Section, Section for Investigational Product, based at the National Pharmaceutical Regulatory Agency (NPRA), Ministry of Health Malaysia.

As of June 2008, the hosting duties became the responsibility of the National Institute of Clinical Research, Ministry of Health Malaysia.
Terms of Reference
NCCR is governed by the following terms of reference
1)
To establish policies and plan clinical trial activities for the short, medium and long-term in Malaysia
2)
To utilize all experts available in the Ministry of Health Malaysia, academia and pharmaceutical industries through "smart partnership" concepts in enhancing clinical research
3)
To identify available infrastructures and take necessary steps in improving them, such as the development of guidelines, directories, research and others
4)
To organise training programmes such as "Good Clinical Practice (GCP)", "Good Laboratory Practice (GLP)", Biostatistics and other training related to human development
5)
To take pro-active action at all times in enhancing clinical research in Malaysia in tandem with the development in developed nations
